Another option may be to sign up for GoPro plus and then do a camera replacement for about $99. Otherwise no good way to fix the lens. There is someone selling replacement lens on ebay with instructions but they aren't cheap. $169 per lens. They are now much less - about $4x.xx on ebay and posibly the exact same ones for $3x.xx on Aliexpress.
Excellent advice. After about 5-10 minutes of first inserting a sheet of paper between the lens cover "louvers" I got brave and used a dental pick as well. The paper alone would not free up the louvers, but using the dental pick and GENTLY prying I was able for free-up the operation of the lense louvers.

Place the lens wrench on the filter ring and turn it counterclockwise to loosen the filter. 3.
Remove the cover to see for yourself (pull it a bit from the camera body and rotate about 90° until it releases). Or see pictures of mine; when open, notice the rubber band on the outside of the ring on the lens cover's inside part - that seals the hole, pressing against the outer ring of the metal enclosure of the lens.
